To maintain and enhance COTIF's relevance to International Carriage by Rail, this consultation seeks views from respondents on the provisions of COTIF and its appendices on railway contract law, being Appendix A: Uniform Rules concerning the Contract of International Carriage of Passengers by Rail (CIV UR), Appendix B: Uniform Rules Concerning the Contract of International Carriage of Goods by Rail (CIM UR), Appendix D: Uniform Rules concerning Contracts of Use of Vehicles in International Rail Traffic (CUV UR) and Appendix E: Uniform Rules concerning the Contract of Use of Infrastructure in International Traffic (CUI UR). It is a simple, open consultation which asks respondents to identify potential revisions to COTIF or its contractual appendices and to provide further detail.
The Secretariat of OTIF would like to receive responses to this consultation from all interested parties, including OTIF members (any member state, associate member or regional economic integration organisation), registered stakeholders, international organisations, international associations, railway operators, shippers, private organisations, academics and anyone else with a legitimate interest in its subject matter.
Confidentiality: It is not the aim of this consultation to collect confidential or commercially sensitive information. Replies to this consultation will be used in a report to the ad hoc Committee and may be made publicly available. By replying to this consultation, respondents consent to their responses being used in this way and to the Secretariat of OTIF holding and using respondents’ identification details for the purposes of this consultation and any future consultations. The Secretariat of OTIF will anonymise responses and only refer to the type of respondent and its business sector if this is specifically requested
