The Adaptation Fund was established to finance concrete adaptation projects and programmes in developing countries that are parties to the Kyoto Protocol and are particularly vulnerable to the adverse effects of climate change. Proposals require endorsement by the Designated Authorities of the country in which the project or programme would take place. Parties seeking financial resources from the Adaptation Fund must submit their project and programme proposals directly through accredited National, Regional, or Multilateral Implementing Entities.

At its twenty-first Board Meeting, which took place in Bonn from 3 to 4 July 2013, the Adaptation Fund Board accredited the Sahara and Sahel Observatory (OSS) as a Regional Implementing Entity (RIE).

In line with its mandate and pursuant to its new role as a Regional Implementing Entity (RIE) of the Adaptation Fund, the OSS intents facilitate the access of its member countries to the Adaptation Fund by sharing its experiences and knowledge in the development and implementation of regional programmes and projects.

The purpose of this survey is to gain a better understanding of the needs and expectations of the member countries of the OSS in order to identify their key priorities and the areas where support is needed. The OSS wishes to exchange with all the interested stakeholders on options to prepare project proposals for submission via the OSS as regional implementing entity to the Adaptation Fund.
