Racial Profiling Survey
The Institute for Research and Education on Race Relations (IRERR) is a non-profit organization with the mandate to promote scientific research and education on race relations and discrimination in Canada.
Funded by the Department of Canadian Heritage, IRERR is heading a project entitled "Communities United for Racial Equality (CURE): A Community Mobilization Project Against Racial Profiling". The goals of the project are to assess the needs of victims of racial profiling, develop an action plan to address racial profiling, and mobilize Indigenous, Black, Arab and Asian communities affected by racial profiling in education, youth protection, and policing/justice sectors. The focus of this study is the Greater Montreal area.
The purpose of this survey is to better understand where racial profiling occurs (in what location, year, and sector), whom it affects (age, gender, race, etc.), the frequency, actions taken/reporting steps, the impact on the victims and the needs of their community.
Your participation in this survey is completely voluntary, and you may withdraw at any time. To answer this survey, you will need to provide us with your consent. If you are under the age of 18, we will also need the consent of your parent or legal guardian. During the survey, you will be answering questions about your racial profiling experiences. The questions are primarily multiple-choice, with some short answer questions. None of the questions are mandatory. The survey will take approximately 10 minutes to fill out.
At the end of the survey, you have the option of adding your contact information if you would like IRERR to contact you to participate in a focus group addressing the needs of victims of racial profiling in education, youth protection, and policing/justice sectors. Your contact information will not be shared or used.
If at any point you feel uncomfortable and do not wish to continue, you can exit the survey. The data will not be saved unless you click "submit". Please be advised that once you click “submit”, we will no longer be able to withdraw your responses from the study. All the results of this survey will be kept confidential and will only be viewed by IRERR researchers. When the results of this study are published, individual participants will not be identified. All necessary steps will be taken to protect your identity and privacy.

The Quebec Human Rights and Youth Rights Commission defines racial profiling as:
“Any action taken by one or more people in authority with respect to a person or group of persons, for reasons of safety, security or public order, that is based on actual or presumed membership in a group defined by race, color, ethnic or national origin or religion. Taken without factual grounds or reasonable suspicion, these actions can result in the person or group being exposed to differential treatment. Racial profiling also includes any action by persons in authority who apply a measure disproportionately on segments of the population, in particular, because of their racial, ethnic or national or religious affiliation, real or suspected.”
This definition has been upheld by the courts.
