Context

For several years, the municipalities have been faced with challenges that require us to review our organizations and practices. We have all experienced the transfers of responsibilities, budget cuts, and cutbacks in the population’s essential services. How can we ensure that Témiscamingue remains one of the most attractive regions regarding employment and quality of life?

In November 2015, the Mayors’ Council unanimously resolved to take action: “The status quo is no longer acceptable.”

Terms of Reference

We understand that changes must be made in the upcoming months. We believe that the local elected representatives, as well as their staff (DG) and citizens, are best placed to express their their opinion regarding Témiscamingue’s future, and that is, on the basis of mutual consent throughout the entire process. As a result, together we will be able to work specifically toward properly documenting and implementing each of your projects.

Municipalities are agents of their development! If need be, the team mandated by the MRCT could also propose models developed in Québec and elsewhere that are likely to be suitable to the municipalities, at their discretion. Throughout the entire process, Native communities will be invited to participate in this major project to foster new agreements between them and the municipalities.

For the sake of efficiency, the time and resources that are made available to the team will be taken into account.
The municipalities and population are invited to complete the present questionnaire so that they may share their vision regarding municipal affairs, while taking into account the challenges we will be faced with in the upcoming years. Keep in mind that our goal is to ensure that Témiscamingue remains a high quality living environment!
